This is the fabulous Halloween style Press-to-Run Baby Bug (?). It is a super-fun toy! I'm not sure why it is so fun. Perhaps its because "It's a Flash Lightning Speedy"! Don't forget to "Collect Them All For Fun!" I suppose that means No Wagering and no gang-style murders.
